Russia and Ukraine declare that they have agreed to allow a humanitarian mission led by the Red Cross for residents Luhanskut, eastern Ukrainian city in the hands of the rebels.

Even the office of the Ukrainian president Petro Poroshenko confirmed the deal, saying it was done in cooperation with Moscow, Red Cross, Germany and other partners.

Earlier, EC President Jose Manuel Barroso called Russian President Vladimir Putin not to take unilateral military actions in eastern Ukraine through the guise of aid.
The two leaders held a telephone conversation after the Kremlin announced that it was working with the Red Cross to send a convoy of humanitarian aid in the region.
As secretary general of NATO, Anders Fogh Rasmussen accused Russia of using humanitarian aid as a pretext for military intervention. Meanwhile, the Red Cross has not come yet a comment.

Ukraine, bombing release prisoners
Five bombs targeted by heavy artillery have hit a high security prison in Donetsk, in eastern Ukraine, causing an uproar that has allowed 106 prisoners to escape.
The news announced local authorities, according to which an inmate was killed during clashes with prison guards, five others were injured, while two officers were also injured.
Artilieria ukrainse government has targeted areas on the outskirts of town, controlled by pro-Russian separatists.
Local authorities reported that 34 convicted are already captured and returned to the cell, while it develops a massive police action to apprehend the others.
Responsible authorities deem the situation as "challenging but management" and adding that prisoners are sent to a shelter and adopt another psychological help.
A spokesman, quoted by the international media, stated that among the fugitives is convicted of murder, robbery and rape.
